At the regular Town of Sylvan Lake Council meeting on October 23rd it was found that Councillor Kjeryn Dakin has breached the code of conduct bylaw for an incident that happened on May 22nd, 2023.

MOVED by Councillor Oostindie:
THAT regarding the Formal Complaints filed under Section 60 of the Town of Sylvan Lake Council and Committee Code of Conduct Bylaw 1871/2023, and
THAT Council chose to investigate the complaints, and subsequently read and considered the Investigation Report; heard from legal counsel on behalf of Councillor Dakin; and considered Councillor Dakin’s comments; and
THAT the Town of Sylvan Lake Council deems the Formal Complaint to be valid and accepts the findings of the Investigation Report;
NOW THEREFORE, the Town of Sylvan Lake Council finds that Councillor Kjeryn Dakin has breached the Council and Committee Code of Conduct Bylaw 1871/2023, Section 9(d), “arrange their private affairs and conduct themselves in a manner that promotes public confidence and will bear close public scrutiny”;
The Town of Sylvan Lake Council hereby imposes the following sanctions on Councillor Dakin with regard to the found breach:
1) Issue a written public apology to the Town of Sylvan Lake Council for the social media post showing on May 22, 2023, and this apology to be provided to the satisfaction of Council, to be received no later than December 5, 2023. The written public apology will be included as a correspondence and information item.
2) Participate in LinkedIn Social Media Training (Social Media for Working Professionals) at the expense of the Town of Sylvan Lake. This training shall be completed on or before 4:30 PM on January 31, 2024, by providing a Certificate of Completion (or equivalent email confirmation from the instructor) to the Mayor.
3) Participate in Pryor Learning (How to Balance Work and Life in Challenging Times) at the expense of the Town of Sylvan Lake. This training shall be completed on or before 4:30 PM on January 31, 2024, by providing a Certificate of Completion (or equivalent email confirmation from the instructor) to the Mayor.
4) Failure to complete all sanctions by the above listed due dates will result in suspension from all Council Boards, Committees and Conferences
